It was banned in 2009 but it doesn't go into full effect until 2013. Unfortunately, the industry is probably not going to make that date because technology is not available to replace all animal testing (e.g. inhalation tests). It would benefit animals and companies. The last thing the company want is a customer suing them for damaging their face from their non-animal tested product.
