		<description>This makes total sense!  Shampoo is all about making stuff dissolve in water and go away, so it has to be at least a bit soluble in it itself.  Conditioner is all about laying down a thin film of smoothing stuff that won&#039;t dissolve or evaporate, so it&#039;s not soluble in water.  Cool!</description>
