Powder to cream Vitamin C-does it work?

I've seen a product called Radial C Liquid Gold which claims it can improve skin brightness and firmness by delivering vitamin C into the skin.  The claims say the formulation and type of ascorbic acid make this a superior product.  It costs $59 for 1/2 oz.  The ingredients from the website are below.  Do you think this formulation would be able to deliver on its claims?

Water, Silica Silylate (1), Dimethicone/Vinyl Dimethicone Crosspolymer (1), Dimethicone (3), 3-O-Ethyl Ascorbic Acid (1), Methyl Propanediol (1), Dipropylene Glycol (1), Hydrogenated Lecithin (2)

    ***Denotes safety rating on EWG

  • It doesn't use the most effective form of Vitamin C. You can find other products that use ascorbic acid that are cheaper.
