Chlorine removal in tap water with ascorbic acid?

My Facebook feed just threw an ad at me suggesting to stop soaking in "harmful chemicals" and remove the chlorine from the bathtub water with the ascorbic acid tablets that they sell. In order to support their claim they referred to this study: https://pdfs.semanticscholar.org/d497/8ff270e8833966c0d2fa86f3ae61b7827fde.pdf

I'm curious to get the Beauty Brains take on it. Is this a solution seeking for a problem or does it really address a problem?
