Whitening Pen decomposition

    We had an Oral product with around 15% Hydrogen Peroxide in it.
    The formula was stabilized with Stannic acid.

    But, it decomposed and lost all viscosity with some samples with time....How can it be stabilized with respect to temp, pH and Shipping/Handling?
