How does an ion cleanser e.g. Hitachi Hada Crie work?

Hi Beautybrain,Recently, ion cleansers (Hitachi Hada Crie specifically) claim to cleanse and allow moisturisers and serum to penetrate your skin better. I've tried to read up on it by googling it but nowhere does it tell me how the ion cleansers actually work?
