The best I've found is Allure

I also like Allure. They make some effort to test products although they're more then willing to perpetuate myths and pass along blatantly ridiculous product claims. You have to take it all with a grain of salt; they're getting advertising dollars from the company whose product they review and that's bound to influence them. Lots of pretty pictures of new products and reasonably good advice about how to apply it.
