Some water molecules simply have enough kinetic energy to break through the water surface. It’s even possible at freezing point. Maybe you can search for the graph by Boltzmann, there are also a lot of answers if you search on google “evaporation at room temperature”.
Water evaporates at pretty much all temperatures but the effect is so slight that you don’t see it happening. But at the temperature of 100 degrees C, the water molecules have some much energy that the the vapor pressure of the evaporated molecules match the pressure of the surrounding atmosphere. That’s what we call “boiling” and it’s clearly visible when that happens.
