How long do the ingredients in a skincare product remain active
    after application?

Does a product cease to have any effect once it
dries? Does wet equal working, or, for example, will a Vitamin C serum “deactivate” once it has
    dried down on the skin?

It depends, different ingredients work different ways. The problem with vitamin C, for example, is not dryness but that it get oxidized. Ingredients that work by binding moisture to skin could be “deactivated” by drying out, I suppose.

The bottom line is that the answer is some what different for every ingredient.
