Do you have an example of a mascara where you saw this ingredient? I can take a look at the ingredient list if you send me the link.
Shellac was originally used in hairsprays but it’s no longer used because it was so hard to wash out of hair. It may cause the same problem when used in mascaras.
As far as toxicity goes, though, if that was your concern–shellac is extremely safe. There is edible shellac (not that that means all products with shellac are edible, of course!)
