sunscreen % not making sense

    So I have two different mineral sunscreens from Clinique. One is labled SPF 25, the other is spf 50. Both contain ONLY zinc and titanium. The 25 has higher % of both than the spf 50. How does that make sense?
    city block sheer spf 25 T 7.3%, Z 6.9%
    Mineral sunscren spf 50 T 6.3% Z 4.0%

    That is surprising. Off hand I can’t think of any reason to explain that.

    It can depend on the kind of Titanium Dioxide and Zinc Oxide that has been used, so a difference in particle size and different particle coatings. Other ingredients can boost the spf level as well, like certain polymers or antioxidants. Also how well the product can form an even layer on skin, so it’s texture, influences the SPF level. So you can never tell the SPF level by just looking at the percentage of sunscreen actives.

    I believe the Mineral SPF50 is also a newer formulation than the City Block, so chances are high different technologies have been used.
