Hair care ingredients: Alkanes, plant extract, Living Libations

Hi, I have three part question all related to hair care:
1) I recently saw the ingredient C13-15 alkane as an ingredient in a leave-in conditioner. What is it and does it provide any hair conditioning benefit and is it similar to silicone? Does it cause build-up?

2) What is the difference between a plant oil and a plant extract? For example, in one John Masters De-tangler, it lists
"Arnica Montana Flower Extract" and "Pelargonium Graveolens Oil." Do they both provide benefits to the hair?

3) I was curious about the Living Libations Seabuckthorn Shampoo, but it is expensive. Also, I don't see any common surfactants listed. How does the shampoo cleanse? Do the ingredients warrant the price ($25/4 oz)? I listed the ingredients below for reference.
